CPS-LUCK Survey Results (2025-2026) and PO “USE IT” Proposal on Educational Content Validation
Survey Results
The surveys were conducted by the Public Organization “Ukrainian Scientific and Educational IT Society” (PO “USE IT”) in 2025 (https://forms.gle/XpAYsf18jmJJNgFQA) and 2026 (https://forms.gle/r2Er8sZrkMQEM7cB6) to assess the need for establishing an international interuniversity knowledge-exchange platform for developing skills in Cyber-Physical Systems (CPS). The surveys targeted teaching and administrative staff of Ukrainian Higher Education Institutions (HEI) and focused on institutional interest, regional demand, and the availability of educational resources.
A total of 111 respondents participated. More than half of the respondents were from the Kharkiv region (58 respondents or 52.3%), followed by Dnipropetrovsk (16 respondents or 14.4%) and Odesa (9 respondents or 8.1%). Additional responses were received from 13 other regions, confirming nationwide relevance.

The survey primarily reflects the academic perspective. University teaching staff accounted for 97.3% of respondents (or 108), while university administration represented 2.7% (or 3).

An overwhelming majority of respondents (108 or 97.3%) indicated that their HEIs are interested in joining a CPS knowledge-exchange platform. Only 2.7% (or 3) expressed no interest, indicating strong readiness for interuniversity cooperation.

Demand for CPS specialists was confirmed by 96.4% of respondents (or 107). This demonstrates strong alignment between higher education and regional labor market needs.

Only 15.3% of respondents (17) believe that current study programs, laboratories, and equipment are sufficient. In contrast, 84.7% (94) reported insufficient resources, highlighting a critical infrastructure gap.

Respondents identified smart environments, smart manufacturing, and autonomous systems as the most important CPS domains. Cybersecurity, IoT, AI-enabled systems, analytics, and modeling of critical processes were also frequently mentioned. Many respondents emphasized the need for skills applicable across all CPS classes.
The surveys provide evidence of high institutional interest, strong labor-market demand, and insufficient educational infrastructure among the Ukrainian academic community. These findings substantiate the need for an international interuniversity CPS knowledge-exchange platform to enhance graduate competitiveness and strengthen academia-industry collaboration.
The obtained survey results indicate that stakeholder interest remained consistently high in both 2025 and 2026, with no significant changes observed.
Proposal on Educational Content Validation
Within the CPS-LUCK project, the core educational content (modules, micro-credentials, and learning outcomes) is proposed to be developed and quality-assured by the consortium partners.
Validation of the further developed core educational content is proposed to be carried out externally by relevant NGOs (Public Organizations, Associations etc.), professional communities (IT Ukraine Association, Regional IT Clusters), and IT companies to ensure labor-market relevance and practical applicability.
Few letters of support have been already obtained by PO “USE IT” from local IT companies in Kyiv (CIPHER IT) and Kharkiv (Microcrypt Technologies), confirming the industry interest and engagement.
Meanwhile, formal accreditation and integration into study programmes will remain the responsibility of participating HEIs, in accordance with specific national regulations, for their own MA programmes and specializations.
To ensure measurable impact, the project may include quantitative KPIs for validation, such as the preparation of at least one formal validation document from an NGO and at least two validation statements from IT companies per one unit within the core educational package.
This may ensure both external credibility and institutional autonomy on approval/certification/accreditation within the study programmes of distinct Universities based on the core educational content developed by the consortium.
